The official North American World of Warcraft site states the following:

"In order to address an issue affecting realm stability, we have disabled pre-existing character transfers and templated characters on the public test realms. We have isolated the issue and we are currently working on a solution; however, until the matter is resolved character transfers will not be available."

As you can see there's a problem at Blizzard, and it's US specific because it doesn't say anything on the European or Asian websites. Too bad if you were planning on 'testing' the patch.

The upcoming patch, 1.11, will feature a new high level dungeon (Naxxramas), upgraded high-end armor sets, revised Shaman and mage talent trees and as always, more flight paths. This patch is rumored to be the last patch before the highly anticipated expansion; The Burning Crusade.
