That is Blizzard's reply to the cries of group grinders in World of Warcraft who have been hoping for a better way to recruit or get recruited by interested takers. The most effective way to get noticed by anyone in the Global LFG channel is to keep spamming "looking for group!" requests until someone does notice you. Unfortunately, it's not a healthy practice. And the channel isn't exactly stellar, either.

Even while UI Mods have been available to improve upon Blizzard's ineffective LFG UI, not everyone has it installed and neither do some Mods work for everybody. The old LFG UI has already been removed at one point, but the channel is useful, even while being rather intolerable most of the time.

So when can we expect a whole new recruiting experience? By the next patch, hopefully, and here's to hoping that it's a better fix than last time.
